Add ability to apply frame rate limit (application/target_fps) #212

  • Move "target_fps" from category "display" to "application"
  • Use application/target_fps set max fps
    (default to 0, unlimited fps)
  • Use physics/fixed_fps to set fixed process fps

target-fps working, and use fixed physics step before adding physics-fps in project setting

Complete implementation of framelimit
