Issue description

Before, theme item variations (such as TooltipPanel, FlatButton, etc) showed their default elements when the option for such was enabled.

This was caused by #84763. CC @KoBeWi

Steps to reproduce

  • Create a theme resource.
  • Add an new type that is also a variation (e. g. TooltipPanel).
  • See that default elements aren't shown.

Minimal reproduction project (MRP)

Unnecessary, trivial to reproduce.
