Issue description
Shortcut key (ALT+F) for the FileSystem toggle tab when docked at the Bottom Panels, conflicts with a list of other defaults. More specifically with the code folding ALT+F in the Script Editor.
I believe a good choice would be ALT+T since it is not used but could be anything else (E.g. ALT+L).

Steps to reproduce
- Change the FileSystem dock to Bottom Panels
- Focus caret inside an open Script.
- Press ALT+F, (notice it does not close the FileSystem tab but will fold code instead.)
- All the other Bottom Panel keys work regardless where the caret focus is.
