Will eventually close #5488

To Do:

  • Implementation
    • Clean it up
  • API (At least for retrieving. Adding/changing/deleting could be the file API imo)
  • Documentation

I have an idea about this feature. Maybe we can also allow repo to have more pull request templates which can be chosen on the new pull request page.

That sounds interesting, but I would prefer that in a separate PR since it would likely need to be a little different.

I am a bit confused: This is already in the docs, yet, it is a >=1.13 feature, right?
