Failing tests on go1.19

• TestCgoStacktrace fails on darwin/arm64 with go1.19
• tests that rely on detecting a fatal throws on amd64 (any OS) fail on go1.19:
  • pkg/proc: TestThreadFrameEvaluation
  • pkg/proc: TestDeadlockBreakpoint
  • service/dap: TestFatalThrowBreakpoint

Those are computed from skipOn calls in proc_test.go

@nd it's complicated to investigate this (the cgo stacktrace problem on darwin/arm64) without access to hardware, is there any chance I could get the shell access to the M1 builder back? It isn't working at the moment (it rejects my public key).
