Support for provider: Efficient IP

• Yes, I know that the lego maintainers don't have an account in all DNS providers in the world.
• Yes, I'm able to create a pull request and be able to maintain the implementation.
• Yes, I'm able to test an implementation if someone creates a pull request to add the support of this DNS provider.

Additional Notes

Efficient IP has been recently replacing a lot of InfoBlox deployments. It should be relatively easy to go from one to the other.
It would be great to get a plugin.

No but you can take a look to hosttech or any other provider implementations.

@ldez we are working with the EIP team. They are starting with a Python plugin for acme. A member from the EIP team will reach out (here) to work through the LEGO plugin. The main problem is that they don’t have a Go developer currently.

EIP Go client seems old, I don't know if it's still accurate or if all the required endpoints are available.

If you are able to provide a link to the API documentation, and maybe a test API access/token, I can create a PR, you will just have to test the PR.

(and maybe after that you, or the EIP team, will want to sponsor me 😸).
