Add Voronoi primitive for matplotlib

Outstanding tasks:

• Add clip_extent support (same as vispy; make sure the matrix isn't transposed from what we're expecting)
• Decide what to do with non-bounded regions
• Add outline support (maybe done, depending on how we want to deal with non-bounded regions)
