When the height of the tooltip is larger than one line of text, the top-based positioning of the tooltip arrow doesn't reach the bottom of the tooltip box anymore. By positioning the arrow using `bottom`, it can be locked to the bottom of the box regardless of its height.

This has two commits needed for the uptime limits UI work:
TooltipContainer: When the box is taller than one line of text and the arrow is on the bottom, the arrow moves up into the box and overlays the text. The fix is to position the arrow usingbottominstead oftopso that it is height-independent.
