Add a new param: --attrs or --metas to add default attrs/meta to all services when using consul

It would be nice to have a similar functionality as --tags but for consul attrs/metas.
Tags are nice but only contain simple strings on the other hand meta attrs are key=value params that could be used for some automated tasks and allow even more fitlering.
