Deploy SpiceDB into production

Deploy SpiceDB into production.

We want to support different DBs (as per existing DB supporT)
We can assume that the user/password and database is pre-created, and provided as config.

We want to achieve the following:
* We use a dedicated database on the shared DB Instance - called authorization
* We want a dedicated user & pw to interact with this db/table
