Assess performance characteristics of OpenFGA

As part of investigating the viability of OpenFGA as an authorization system, we need to understand the following characteristics:

• Latency with cross-region database
• Performance when searching across resources
• Caching capability

OpenFGA is not viable enough, largely due to lack of caching but also slow DB queries.
