Fix to create the webhook with the proxy host #358
Description
When creating a webhook, the URL does not reference proxy-related environment variables such as GITPLOY_SERVER_PROXY_HOST, and GITPLOY_SERVER_PROXY_PROTO. Therefore, environment variables don't work as a user expects.
