epic: build/test environment for agentic workflow

Goal: agent container running inside the VM job should be able to use all the CLIs / shared libraires / SDKs from the Action hosted-runners (ubuntu-latest).

Current approach is to mount host's /opt/hostedtoolcache and /usr/bin to the agent container.
