Description

Updates the stale and closure messages for issues and pull requests to request substantive, actionable context rather than a statement that an item is merely still relevant.

The new guidance also distinguishes when contributors should reopen the existing item from when they should create a new linked issue or pull request because the scope, reproduction, branch, or implementation has materially changed.

Testing

  • git diff --check

  • No CLI or runtime tests were run because this change only updates messages in the stale workflow configuration.

  • Tested locally with uv run specify --help

  • Ran existing tests with uv sync && uv run pytest

  • Tested with a sample project (if applicable)

Addressed the review feedback in 66b5e960:

  • The issue closure message now asks contributors to request that a maintainer reopen the issue.
  • The pull request closure message now asks contributors to request that a maintainer reopen the pull request.
  • Preserved the distinction between reopening the same item and filing a new linked item when its scope or implementation has materially changed.

Validation: git diff --check.
