`GH_ENTERPRISE_URL` is not reflected in generated link for Author

Describe the bug

The generated link for the profile of the issue author is always using https://github.com/<authorId>.
This does not work for GitHub enterprise servers.

To Reproduce

1. Set GH_ENTERPRISE_URL manually
2. Run workflow
3. Open generated link for issue Author

Expected behavior

I would expect that the GH_ENTERPRISE_URL env is considered when generating the URL to the author profile.
