This PR updates specification-driven tests for the following packages:

Test Derivation

All tests are derived from README.md specifications, not from implementation source code. The update adds direct coverage for literal &, <, and > output in jsonutil, removes a linters uniqueness assertion not promised by the specification, and brings the canonical All registry test under the required TestSpec_ naming convention.
