The report is staged to /tmp/gh-aw/safeoutputs/upload-artifacts/..., but the upload_artifact safe-output only uploads files staged under $RUNNER_TEMP/gh-aw/safeoutputs/upload-artifacts/ (see .github/workflows/shared/safe-output-upload-artifact.md:19-46). As written, the subsequent upload_artifact call won’t find the file in the staging directory that gets packaged/uploaded by the workflow, so artifact upload will fail or upload nothing.
