gh aw new was generating workflows with add_issue_comment as a GitHub tool, which doesn't exist — causing immediate compilation failures. The correct tool is create_issue_comment.

Changes

pkg/cli/interactive.go: Replace add_issue_comment with create_issue_comment in the GitHub tools template used by the interactive workflow builder
pkg/cli/workflows/test-template-issue-context.md: Same fix in the test workflow file
