   (sorry for replying a 5y old issue!!)

   I just got the same issue, I was able to replicate on a private repo

   Repro steps:

   1. Create an issue
   2. Add a comment with user1
   3. Add a comment with user2 (will trigger an email to be sent to user1)
   4. Reply the email with user1 (for example "1")
   5. Reply again the same email with user1 (for example "2")

   that will create 2 new comments on the issue, the second one ("2") will also contain the "On ... wrote:" text
