Update Okta Team Sync Beta Signup Process

Why:

👋🏾 Hello. We're making this change to educate customers on how to signup for the beta by contacting their account owner.

What's being changed:

We have added in messaging on how to signup for the Beta.

Check off the following:

• I have reviewed my changes in staging. (look for the deploy-to-heroku link in your pull request, then click View deployment)
• For content changes, I have reviewed the localization checklist
• For content changes, I have reviewed the Content style guide for GitHub Docs.
