Are you reaching the site from a VPN or a proxy? Do you know which one? And you're getting blocked in the browser, right? Not in a script.

self-hosted openvpn server at hetzner (service provider). Blocks both curl and browser

Yeah, Hetzner IP ranges are blocked. We're under serious strain from constant DDoS attacks so we've had to add draconian measures. A lot of open proxies are unfortunately on servers on Hetzner.

We use a cloud VPN service from Perimeter 81, hosted in NYC

I have contacted their support, saying their customers are getting blocked (i.e. "false positives") to see what we can do about making exceptions.
