This PR updates the version of Go used in the PR test workflows to 1.25.

Merge / deployment checklist

Confirm this change is backwards compatible with existing workflows.
Confirm the readme has been updated if necessary.
Confirm the changelog has been updated if necessary.


          Bump Go to 1.25-rc.1
