The IGitHubToolWindowManager service interface shouldn't be in the GitHub.VisualStudio assembly.

What this PR does
The
IGitHubToolWindowManagerwas previously in theGitHub.VisualStudioassembly. This meant that any commands that needed to show the GitHub pane also had to be in theGitHub.VisualStudioassembly.IGitHubToolWindowManagerinto ourGitHub.Exportsinterfaces assembly.
