Raw link on filestore item downloads metadata

Requesting a raw file that is saved in the filestore currently only downloads the metadata.  A check should be made based on the filesize and if within a set size check the first few bytes to identify if the item is stored in the filestore.  If so, the full file rather than the metafile should then issued for downloaded.
