Network %HOMEDRIVE%%HOMEPATH% is shared with other machines, %USERPROFILE% is not, the bundled MSYS2 chooses wrong, but left as is for now.

Tried with basic CMD and with git-bash, details here are from git-bash

this will help us understand the issue.
gpg --generate-key
- What did you expect to occur after running these commands?
gpg key generated for signing commits...
- What actually happened instead?
git bundled gpg failed to launch its own gpg-agent, no other gpg on machine and git-win appears to support nothing else

We need to generate a lot of random bytes. It is a good idea to perform
some other action (type on the keyboard, move the mouse, utilize the
disks) during the prime generation; this gives the random number
generator a better chance to gain enough entropy.
