This PR adds ccache to build-quantize, build-vad, and build-wasm.
I've built them on my fork to verify that they work.
I have not been able to get build-wasm to use the cache in full but it is still faster than before and I spent a lot of time trying various things to get it to work. But it does not take a very long time to build just around 4 mins.
