Add robust testing of mesh shader related parsing and validation errors #8517

As we don't have CTS coverage of mesh shaders, we need to make sure our own test suite tries to hit as much as possible of the error handling related to mesh shaders. It's also a good way to ensure that the validation doesn't erode over time.
