Make SAMPLER_CREATION_FAILURE test case pass on Windows WARP #7805
Description
After #6547, the SAMPLER_CREATION_FAILURE test no longer passes on WARP because the platform error it runs into when exhausting the sampler heap is classified (properly) as an internal error. We should fix WGPU and/or the test so that we recover coverage for WARP again, if possible.
