They are currently hardcoded by selecting a format. It would be better to let the user override them (for example by specifying them explicitly in the invoice data). That would allow us to reduce the number of supported formats to the bare minimum. Additional formats would then be supported by supplying the correct customization ID and possibly profile ID.
