Switches getEventsTimeSeries from events-stats to events-timeseries so the tool can mark incomplete buckets and report measured ingestion delay.

Switches
getEventsTimeSeriesfrom/events-stats/to/events-timeseries/and updates the response schema and formatter for the new shape. Output is unchanged for users.Requires Sentry 25.4.0+ on self-hosted. Incomplete-bucket and ingestion-delay output follows in #1441.
