Adds a design system skill that encapsulates working with our design system layout and text primitives.
The goal is to improve reliability and accuracy (stricter following of guidelines) of LLM outputs when generating or modifying UI components.
Note that there is overlap between this skill and what we define in agents.md, but given that we have not seen LLMs follow the conventions in our agents.md file very closely, I would propose keeping this overlap for now.
