Steps to Reproduce

I have only tested this with Firefox:

1. Visit an event with a scrollable breadcrumbs component: https://sentry.io/organizations/sentry/issues/3689157545/events/924114a381ba42ed8f11df733bfe6f68/?project=1
2. Scroll to the bottom of the page.
3. When breadcrumbs are focused scrolling "down" with the scroll wheel will cause the breadcrumbs to scroll "up" until they reach the top.
4. Repeating steps 1-3 with a trackpad on Mac does not seem to show the same inconsistent scroll direction

Expected Result

Scroll direction remains the same on the page and the scrollable breadcrumbs component

Actual Result

Inconsistent scroll behaviour observed when using the scroll wheel.
