fix(nextjs): Execute sentry config independently of autoInstrumentServerFunctions and autoInstrumentAppDirectory

Fixes #8531

In #8368 we moved the logic to execute the user's sentry config into the wrapping loader which cause the executing logic not to be called when autoInstrumentServerFunctions or autoInstrumentAppDirectory are set to false.

In order to fix this we introduce yet another path in the wrapping loader to wrap any user files in (pages or app router routes) with a template that will execute the relevant sentry.config file.
