Add support for AWS Lambda nodejs20.x

Problem Statement

Currently, the AWS Layers that are published stop at nodejs18.x container version. AWS now supports nodejs20.x would be great to add this to the supported versions

Solution Brainstorm

I think all that's needed is to update the layer publish to include this version.
