Telemetry Processor: Extract common requirements from backend spec #16189
Description
The backend spec for the telemetry processor still contains some concepts, such as the weighted priorities, that we should pull up to the main telemetry processor spec while keeping flexibility based on different platform needs so that every platform benefits from these concepts.
