What has been done to verify that this works as intended?

Why is this the best possible solution? Were any other approaches considered?

No other approaches considered.

How does this change affect users? Describe intentional changes to behavior and behavior that could have accidentally been affected by code changes. In other words, what are the regression risks?

No effect.

Does this change require updates to the API documentation? If so, please update docs/api.yaml as part of this PR.

Maybe there's some docs/script for dependency updates this could be included in?

CircleCI haven't published a postgres image for 14.20 yet.

I've filed at CircleCI-Public/cimg-postgres#148.

I will also change .circleci/config.yml to test with postgres v14.19.
