bug: accept call might not put the user in the call

Tried reproducing this multiple times, even with Network Link Conditioner, no luck:

Another case, visible in 12:30, is that participants may be incorrectly flagged as "unmuted" when they join a call, this happens mostly with bad internet connection, so there is a race somewhere I guess.
