This PR adds a Cellm ribbon that enables the user to select model, enable/disable cache, and enable/disable the built-in tools.
The UI elements available does not include a password field. The UI therefore displays the user's API key (if any) on screen in plain text. A workaround must be found and added in a follow-up PR.
