Poll quickly while the menu is open or a session is working, and stretch the interval when idle, on battery, and in power saver, using the same numbers as the macOS menubar. The App Nap backstop is not armed, because GNOME Shell does not nap the extension. Co-authored-by: Lakshitha Deshan (ReadY) <notlakshitha@gmail.com>

Testing / Verification
npm testpassesnpm test: 5203 tests passed, 24 skipped.npx tsc --noEmitpassed.npm run build (CLI bundle and dashboard) succeeded. The new cadence cases are intests/gnome-refresh-cadence.test.ts`. I have not run it in a live GNOME Shell session yet, so a check against the macOS behaviour would be appreciated.
