Description
This PR updates the filter toolbar behavior so that certain actions are scoped to the widget only and do not affect the wizard preview. For example, collapsing or disabling a filter in the widget no longer bleeds into preview mode

Default ExpandedandDisableactions. The preview remains intentionally simple, supporting only filter selection and clearing via the checkboxesBreaking change
