#33 obsoletes the GHC/Cabal bumps part of this. But maybe we should switch the action anyway. I've forgotten the background to that. |

This is a WIP from when I thought CI was totally broken, but it turned out to be other silly issues (I need to get better at reading logs...).
Anyway, it would be nice to update regardless. We should try to tackle #18 while we're at it, though that may be easiest after haskell/actions#11.
