Overview

This PR adds an Elasticsearch based process manager. Notes:

• the manager handles jobs location attributes by inspecting whether the result value is a filename or inline JSON and handles accordingly
• CI failures are unrelated and will be fixed in a subsequent PR
• process management output_dir will be refactored in subsequent PR in order to support durable / service based persistence for job results
