Enable users to manually create (and export) a vector dataset by drawing points, lines, polygons and assigning attributes

We'd like to enable collaboratively and interactively building a dataset based on (and/or with a similar workflow to) annotations. For example to enable building a dataset of indigenous knowledge on top of a science dataset. I think we need:

• Export annotations as a GeoJSON, geopackage, geoparquet, ?
• Multiple shape options for annotations
• Linking annotations to features (pixels, polygons) on other layers
• Associating tabular data with annotations

EDIT:

On further consideration, I don't think we should mix the two use cases: "building a human observations dataset" and "building an annotations dataset". I think annotations should still be exportable, but if people want to construct a dataset of structured information (as opposed to free-form text), it should be a separate workflow.

Another use case: Planning sample collection. e.g. at this location we want to collect N samples of species X. Exporting this data enables it to be submitted to permitting agencies, field stations, etc.

And then, creating a dataset representing the actual collection to act as a check on compliance that could e.g. be submitted to permitting agencies as well.
