[bug]: Toasts steal focus from terminal input

Bug Description

Toast notifications steal focus from the terminal input, causing typed characters to be lost.

Steps to Reproduce

1. Open a workspace with a CLI agent running
2. Start typing a command in the terminal
3. Wait for or trigger a toast notification to appear
4. Continue typing

Actual vs Expected Behavior

Actual: When a toast appears, focus is stolen from the terminal. Any characters typed during this time are lost or not registered.

Expected: Toast notifications should not steal focus from the terminal. Input should continue to be directed to the terminal regardless of toast activity.
