[BUG] No redirection from #policy when currentState is empty

Describe the bug
Can go to #policy and get an empty page

To Reproduce
Steps to reproduce the behavior:

1. Go to 'usesoap.app/#policy'
2. See empty content sections

Expected behavior
Expected to be redirected back to the home page

Additional context
Fix in utils, checking for answers before directing.
