[TODO] Wire up Identity configuration

This blog app needs a lot of the blog app boilerplate wired up. I've recently added a lot of the boilerplate for getting Identity

Right now this uses the In-Memory and has minimal Identity configuration

The todo here is to wire up Identity for doing the user management, authentication and authorization also handling features like registration, login, password management, roles, etc.

A side task is to get this so the migration will run
