Remains in CLBO until first machine joins the cluster

What happened:

What you expected to happen:

ACRC will remain in crashloop backoff until the first machine joins the cluster. While not detrimental to shoot creation, it would be nice if the controller behaved properly.

How to reproduce it (as minimally and precisely as possible):

Create a shoot cluster with machine types that cannot be used by your subscription.
