test-all.yml: allow testing against GAP branches in arbitrary (GitHub) repositories #240

Description
It would be nice to test @wilfwilson's GAP PR gap-system/gap#4050 against the package distro. But right now I can't do that, as test-all.yml only allows specifying a GAP version/tag or branch in the main GAP repository, but not which repository to use.
It shouldn't be too hard, mainly a matter of adding a suitable input to the manual trigger event and using it in the right place and way.
