We support git:// prefixes for shed commands, we should allow referencing tools in lint, test, serve, and run the same way. We should implement the following prefixes:

• file:// (implicit default)
• http://, https://
• dockstore://
• ga4gh://

This could make the interface for using Planemo for something like the Phase 1 GA4GH Tool Execution Challenge much cleaner.

We should probably implement this in galaxy-lib so that someday we can using these references in tool conf files.

To Dockstore I think you should be going through the ga4gh API, so a dockstore:// URI is redundant?

@tetron Correct - the dockstore URI is a pure connivance.
