Implement Integration with PDP

Integrate the extension with the Policy Decision Point (PDP) API. Currently, since the PDP does not exist, the extension only logs the request and returns true without performing any actual actions. However, it should eventually communicate with the PDP API.

The groundwork for the integration was added in commit f33ac7d. However, the actual requests to the PDP are still pending implementation.
